The finding F- 4 says that "There is widespread agreement and
understanding that the Society does not have
adequate marketing and sales staff."

My personal belief is that this is the most critical finding and that establishing an effective marketing function is, in my opinion, the highest priority.

This has to be combined with empowering the senior
staff since "F- 23. Senior Managers sometimes believe
they are not empowered to rapidly
reconfigure minor FTE changes with
staff without review and oversight. "

A more beneficial approach would be to let the senior managers
act effectively and with the best interests of the Society in mind.

Indeed: "F- 18. Several interview comments indicate
the Board of Governors does not focus
sufficiently on broad strategic guidance and
direction, establish clear policies, and avoid
day-to-day activities except in broad context. "

After all, the senior managers are selected for their competencies in managing organizations
like IEEE CS. Constraining their decision ablilities by micromanaging is not the best use of their
considerable talents.
